2000 3.5 Johnson running problems /float height

Hi
I have a 2000 3.5 Johnson outboard which is giving me problems. When warmed up it runs ok at half throttle, but anything faster than this and it will cut out after a few seconds. It will restart OK but cut out again if anything over half throttle is used. I have cleaned out the fuel tank and carb and fitted a new fuel filter but with no improvement. The only thing i havnt tried is setting the float height. How is this done?

PS It does tend to 4 stroke at low revs

Those links refer to a float with a pivot. My float is circular, like a ring donut and not attached to the carb body. Do i set this flush with the float bowl flange.

Also I have no mixture screw. Only a tickover/idle screw.
