2000 40hp Mercury hot to touch

I have a question about what is the correct temperature of the engine block and the pee stream. I have always heard that you should be able to put your hand on the engine block and it will be warm and not too hot. After running my boat for about 15 minutes at about 3000 rpm, I noticed the pee stream was very hot and the engine was hot to the touch. After letting it idle for a while, the block got cooler but the stream was still about 115 degrees. Running it for another 15 minutes got the block hot again and the pee stream was even showing a little bit of steam. The only thing I can think of is perhaps its not getting enough oil in the mix with direct injection and its causing it to run hot. Any other things I should check? Thermostat?

You have a bad w/pump or a obstrution in the cooling system, there is no thermostat.

I must have an obstruction then because the water is coming out of the engine under good pressure. Why would the water be hot, it seems like it is doing its job by being hot except that the engine is hot also. Still confused?

There is also the possibility there is no problem as it's hard to tell from here.
