2000 evinrude pee tube / back flush ?

I just acquired a 2000 70hp four stroke & have a question on the water indicator / back flush tubes? The one on the left is open & the one on the right has a cap on it. When I started the motor water flowed out the open tube then stopped. I was using mufffs so I just ran the hose directlyto the drain plug on the side. Now water only comes out the right side tube with the cap on it. ( is this the back flush tube only ?)
Is the left side the indicator / pee tube, & now that water no longer comes out here does it mean I need to start checking the water pump impeller & t-stat?

pull the tube off at the block, and blow the tube out, critters, like to live in there and it is probably clogged. if not water pump.
