2000 johnson 200 hp check engine light

i have had a popping,spitting,stalling issue while idling. this year it also started losing power at most any speed,like i had cylinders down.changed plugs,wires,filters,moved coils,changed oil filter,had carbs removed/cleaned,no help.then the check engine light started to activate intermittenly,but know it is on all the time.i did notice that when it pops/spits the bulb contracts and the bottom plugs appear to be wet when removed for inspection,can anyone recognize these symptoms? the manual would have me chasing this through every system on the motor.

Check engine light means fuel restriction. It is serious because it leads to a lean running condition and powerhead destruction.
The sensor is located right next to the fuel pump, round plastic switch with a very small fuel line going to it, and a two wire electrical (tan and black) connection.
Locate and correct a fuel flow restriction somewhere from the fuel pump back to the tank. Do this first, then tackle the idle problem if it still exists.

i blew some goop out of the supply from filter to the motor.started it up and ilded for 10 minutes w/o an issue then the check engine light came on.while this was happening i had unspent fuel in the water.i checked the plugs and re gapped,it ran fine again for a while.we rode it out but i could not get full rpms.checked plugs again and had the lowest plug covered in black goop.i fear the worst side affects of runnnig lean.does it seem to be one problem or multiple? i do not want replace everything.
