So let me start by saying I'm not crazy I am a mechanic, LOL. The main symptom was a misfire out of the cylinder 1 carburetor. Swapped carbs, coil pack and spark plugs with no change. Decided to do power pack, timer base/ cap and stator. Now as soon as I hit the key, flywheel turn in the right direction and then right before it is about to fire, there is a weird hesitation / backfire and the motor starts/runs in reverse. I have not been able to get it to start a fire in the correct rotation yet. While the motor is sitting there running , there is a slight backfire and then it will switch to correct rotation , another slight backfire and then we'll go back to your reverse rotation and it will keep doing this back and forth. I talked to a couple people about it. It's definitely not an illusion! It's happening! Anyone ever run into this?

Have you checked to make sure flywheel key is not sheared or incorrect primary ignition wire to coil happening?

Need to divide up the flywheel with paint pen/grease pen of each cylinder number at TDC position.

Spray some fogging oil in those cylinders, drain carbs, ground ignition with plugs out and check ignition on each plug with timing gun using those flywheel paint numbers.

Key is fine. I figured replacing CDI, timing and stator would have alleviated all those issues?

Sounds like you need to check your timing. If the spark happens too soon, a 2 cycle engine can start backwards.

Merc used that feature for reverse on it's direct reversing motor.

It is not firing correctly, avoid making assumptions.

As mentioned, you need to check timing on ALL cylinder spark plugs as explained to make sure they fire at the spot painted on flywheel of that cylinder at TDC.

You'll notice it clearly when timing gun does not light very close to cylinder number painted on flywheel or it shows the wrong number.
