2000 Johnson 250hp Outboard blown fuse?????

Today while using my boat I noticed it was not peeing properly. So I shut it off so I could remove the flush cap and clean it out. After doing this I went to restart it and nothing. No trim and no crank at all. So I removed the cover to investigate. I found the 20amp fuse was blown. I fortunately had a spare in the holder below it. So i installed that one and went to start it, and again nothing. So I rechecked the fuse blown again! So being the mechanical genius that I am I bent a fish hook to jump the connection for the fuse, hit the tilt trim and it worked fine. Then I turned the key on and the hook began to get red hot. So I quickly turned the key off, and removed the hook. Not sure what caused this and what the actual problem is??? Help?? I did however with the fuse out jump the starter with a screw driver and the engine ran fine. I actually used the boat that way for the rest of the day. Put about 20 miles on it with no other issues. But Jumping it out is a pain in the ass. I want to repair it correctly.

I have a correction. The motor is actually a 1999 not a 2000. I was built in 12 of 1998. It is carbureted.

I suspect the ignition accessory wire is shorted to ground. Look for melted wires at the motor and under the dashboard. Melted wires often short together.
