2000 johnson 40 hp dead cylinder

i have a 2000 johnson 40 hp motor that has a dead top cylinder it has spark, compression and fuel i replaced the powerpack hopeing that might solve the problem but that did nothing. what should i do?

You didn't mention spark plugs. Put new ones in. Even new plugs are sometimes bad. If you have spark, compression, fuel, and air, it should go.

i put new plugs and plug wires on the motor already. im not sure what else to do?
