2000 Johnson 60hp won't run over 4,000 rpm

Hi, thanks ahead of time for any potential help. I have a newly installed 2000 Johnson 60hp. It has good compression, starts, idles, shifts, pumps water perfectly. It has above 130 compression on all 3 cylinders, just replaced the impeller and it still has its factory vro oil pump installed. The first trip out it ran great no issues great at all rpm ranges up to 5,000 or so, second trip it ran great for 7 minutes or so or from medium to near wide open throttle then it instantly died down to just above 4,000 rpm. I unplugged the heat sensor with the tan wire fearing that the diode failed and it still runs great but not past 4,000 rpm. I was running both 50:1 mix in the tank and oil on the vro tank as my marine mechanic told me to do until I noticed the oil level drop, just to make sure it worked. I so far ran 6 gallons of gas through it and the tank didn't seem to use much oil if any but the oil primer bulb is firm so I think it's working. Even if it is not working correctly it should be an over oil situation. Spark plugs are slightly oily and after cleaning them I got the same results. It runs past 4,000rpm out of the water but in the water it does not. I had also tried running with the engine cover off while a friend manually opened the carbs further open and still just 4,000rpm max. I know it is propped right, I know the prop isn't spun and no extra weight was added between trips. Please help I will try anything, I am pretty mechanically inclined and am hauling this boat from Pa to NC in 2 days on a family vacation.......thanks!

Also my warning lights nor a alarm went off come to think of it I don't recal a beep when turning the key during the second trip. Also something is wrong with the start only in neutral switch in the controls for it will start in gear. That's everything I can think of, thanks!

How is spark? Have you checked your timing linkages havent come off somewhere, or butterfly control rods?
Ive seen that happen, especially on a wavey day and its a bit bumpy and the metal rods fall out of their brackets.
Also over oiled plugs can die so check they all still work.
Good advice from mechanic by the way

I will check the spark and linkages, but the butterfly links are all together. Thanks

Spark seems strong and no other linkages are out of place both under the flywheel and on the side of the block. My mechanic suggested a fuel delivery problem. So I am going to spray fuel in the carbs while running on the water. I should be able to isolate it. I also made sure the right plugs according to the manufacture plate were in it. Another thing the "oil return fitting " is capped off on the oil tank, is this something that could be wrong? After this I am out of ideas.

Not too familar with oil return fitting to comment but you said it went well previously why it had it.
Try squeezing the primer bulb first when you a out there, its a easier and safer test than doing fuel in carbs for seeing if fuel pump is failing

Cleaned the carbs, squeezed primer ball while running, nothing other than 4,000 rpm, I give up for the time being. The boat and trailer are already loaded into my toy hauler. While loading the trailer jack wheel and jack went right through the loading ramp. Gotta reinforce it and fix the fiberglass Before Friday. previous owner allowed water damage to occur, thought I had it all fixed. If anybody else has any other outboard suggestions let me know. Thanks!

Lol, I'm used to it this is my fifth boat that I restored to like new, my other boat is a 21 ft sylvan with a 96 evinrude 120' strictly a striped trolling rig. Well l went to NC and after 4 trips I got a beep. Low oil flashed on the tach. Since I premixed out of caution it is still running, after running 20 gallons of fuel the oil level never dropped. Oil primer bulb is hard but no oil? Either way after the warning beep the engine now runs over 4,000, it runs great, super fast too for a 16 ft aluminum. It took some major waves while fishing in Hatteras. I was very impressed. Needless to say l am eliminating the oil tank and pump. I thought they were dead bones reliable, not in my case and could have cost me a blown outboard. Any ideas how or why? Thanks for the help
