2000 johnson 70hp wont idle or shift on the water

2000 johnson 70hp 2 stroke..runs and idles fine on a hose but when I take it to the ramp it spits and stalls unless I give it gas in neutral..I turned the idle up but when I shift into gear it stalls out.. I just bought the boat and changed the plugs,thermostat,impeller,fuel lines,primer bulb,fuel filter and cleaned gas tank.. Could it be carbs need rebuilt?

You're not running on all three cylinders.

Carbs. THat's where I'd go next.

I took aparts the carbs and cleaned them up. Found gunk in the float bowls of the top and bottom carb. Put in the water and got into gear but would only get to about 3/4 throttle. It would start to bog down when I open up all the way. I am thinking maybe fuel pump but when I prime the ball it does nothing. I adjusted the carbs but not sure if I did it right. Any quick tips on adjustments would be appreciated..
