I'm having a problem where my engine cuts out after I plane out the boat (WOT) and then drop back on the throttle to cruising speed. It will do this several times, but after the engine has been run for a while it runs fine. It starts and idles fine. I haven't tried anything yet but I was going to try replacing the fuel filter and plugs. Any suggestions?

When the engine cuts back are you getting a horn going off?

No horns going off, plenty of water streaming out of the engine.

Its possible that the fuel presure is droping in the rail or your fuel going to the engine is being resticted. If you squeeze the primer buld does the engine pick back up? You would need a fuel presure gauge to check fuel presure in the rail.

I'm pretty sure its carbed, and I already had someone squeeze the fuel bulb as the boat planed out(WOT) and dropped back on the throttle and it still cut out. but after trolling for 15-20 minutes and then trying it again the motor ran fine.

Check your fuel water seperator. Sounds like the problem I had last weekend almost exactly. I took mine off and there was some water in the fuel. So I got some Water Zorb and changed the fuel water seperator. It has run perfect since. good Luck

Where is that located on the motor, is it part of the fuel filter or attached to the motor itself?

It should be near the back of the boat. Mounted to the transom possibly. It looks like an oil filter. It is not attached to the motor but, to the fuel system. It is rather large so the should be no problem seeing it. It should look like this

http://www.perma-cool.com/Catalog/Cat_page26.html

Hope this helps.

I use portable tanks so I assume I don't have one. Maybe it's just bad gas.
