2000 Mercury 115 4 cylinder (2+2) won't run stay running.

Hi all you Mercury knowledge gods,

I Just bought a project boat with a 2000 Mercury 115 4 cylinder (2+2) . The motor looks brand new, BUT it was winterized in 2016 and hasnt been run since. Supposedly it had a bad fuel pump. It had all the carbs rebuilt 5 years ago. I have done a few things.

Compression is good (~125)
I have rebuilt the fuel pump.
I have a new battery and new battery cables
I have disconnected the fuel system from the boat and I am running on a fresh portable tank.

After I rebuilt the fuel pump I can see the accelerator pump is leaking when I prime the bulb. (I have a new kit on order but it is going to take a while). I THINK it should still start if the accelerator pump is leaking???? Right???? that is for the bottom 2 carbs????

The Problem: the motor will not run for more than a half a second to maybe 1 second. It will light up on carb cleaner everytime (i know bad) it very rarely light up off of normal gas. Have tried starting it for 30 ~ 45 mins yesterday.
Primer bulb to Firm (accelerator pump leaking)
Choke for a 10 count
Turn key
I have tried with and without adding throttle. with choke and without choke.

Notes: PO was running oil in onboard tank and oil mixed in the gas (is this good or bad?)
The sparkplugs look oilly(from running rich)

My Question: Do i need the accelerator pump to get it to run? If not, what am i missing(other than rebuilding/cleaning carbs)?

I have now fixed the Accererator pump and rebuilt the Fuel pump agian, still wont stay running
It will run fine if i put spray premix directly in the carbs

Check to see if your fuel line is collapsed inside there is a plastic liner that shrinks and restricts all fuel flow with new gas

Also if thr furel pump breaks it can send rubber pieces into carb inline filters on each carb. Pain in the butt to get to one in each inlet of carb

Rebuild the carbs....and never seen any filters on inlet on these motors

ditto on rebuilding the carbs. also be sure the idle mix screws are set to spec. silly design only runs on 2 cylinders at idle, so top 2 cyl. must be strong.
