2000 Mercury 200 EFI has no power under load

I have a 2000 Mercury EFI that has no power under load most of the time. On a couple of occasions feathering the throttle it will get a on plane and run. Once you let off it will start messing up again. Most all of the time it seems the RPM is limited to around 2000 while under load. Engine idles and revs great on muffs. New plugs installed. Fuel pressure 36psi at idle and checked while running under load having problem. Any help would be appreciated.. Thanks

could be any number of things but i'd lean towards 'lectric stuff.(ya have good fuel pressure). cdm.s are a known problem with 'em,, do you have an oem manual?,, if not send an email address and i'll send ya one in pdf.. it will have all tha test procedures in it....

Thanks for your reply Dukedog, We got a hold of another running motor and switched the CDM and both thermostats and no change. The reason we tried the thermostats is thee is a low pitch alarm going off constantly. It is a lot lower pitch than the warning alarm for no oil. there are 6 cdm.s on that motor..
