2000 Volvo 3.0 won't crank

The starter won't crank at all. I can hear the solenoid plunger clicking once. I also tested the voltage between the 2 big terminals on the solenoid. The voltage drops off when I try to crank, so looks like the solenoid is OK. I tried to jump the 2 terminals directly, nothing happens.. What else can I do to diagnose the problem? Should I connect battery positive to the lower terminal on the solenoid and negative to the starter ground itself to see if the starter would crank? A little reluctant to try that since I havne't read anywhere with that test. Thx for any help!

what type of voltage does your battery have?

It's 12v. I also tested the voltage between the solenoid postive and starter case, while trying to crank. It's around 11v. Everything I read says it should be about 9.6v, or above. But 11v seems really high? Also, it's a drop of more than 1v. Does that indicate bad connections? Thx.
