2001 2 stroke starts and runs good cold warmed up its hard to start

I have a customer with a circa 2001 9.9 johnson 2 stroke and he told me he had to turn the red thing on the primer to to get him motor to run, i tested the primer and replaced it. The motor starts right and sounds great. He takes it out and it starts great, then he goes to a fishing spot turns it off for a little while then its hard to start and he has to turn the red thing again to get it to fire up, any ideas?

i do not know the model number but i spoke with him again and he said it starts easy warm but it hard to start cold
it is remote controlled with the electric primer solenoid system

i'll just rebuild the carb. He said it cuts out while trolling too.
