2001 25hp Bigfoot 4 Stroke - won't start

I used this motor twice last fall. Now will not start.
It is electric start, the flywheel spins, water shoots out back.
I put a bolt in spark plug wire and held close to spark plug end - it does not spark.
the battery was above 12.5 volts, it now is 11.7 and is on a charger for the night.
The fuel filter had orange stains inside, so I replaced it and am pulling fuel from a separate can with new fuel.
I cannot tell if the emergency switch is working - trying to find a way to bypass for testing. The switch is mounted on the shift housing and I cannot get to the back of it.

Suggestions?

A fellow on the dock suggested I try changing the magneto? I do not see that in the manual?

I have it running!....Changed the spark plugs AGAIN, fresh gas, new fuel filter, charged the battery - now it is running great.
