2001 40 hp tohatsu

i have this 40 hp tohatsu. man this engine used to be a fireball, super quick and really smooth. lately i haven't been able to run it as much and it has been running pretty poor. pulled the plugs to change and found a lot of trash in the lower third cylinder.pulled a compression reading and had from top to lower 119, 116,and 95. any suggestions?

Do a de-carbon and re-test/re-diagnose.
