When the impeller was replaced last summer was the old one intact? or did do what mine did and self destruct? the pieces managed to plug up the inlet holes and outlet holes of the pump. It took a bit of work to get them out. Also in the impeller kit i bought there was an o-ring to seal the pump housing. Did that get forgotten? the is also a seal on the shaft the goes into the pump. If it leaks it could suck air

Putting the outdrive in a bucket or tub of water really doesn't do anything with these Volvo I/Os. The raw water pump is not in the outdrive where it can be submerged in water so it can be primed, You pretty much have to put the boat in the water to make sure water gets to the pump. I guess if you were to connect the garden hose to the drain fitting and have the water flowing in to the engine that way when you put the drive in the bucket, that might prime the pump and get the water flowing when you start it. Once engine is running shut off garden hose and see what happens

As far the the raw water pump and impeller...both were replaced along with the engine block. I don't know the condition of the old impeller, but as far as I know it was intact. When I took the impeller out to check it out, I did see the o-ring for the housing, however did not notice any other seals. Would I have seen this shaft seal simply by removing the housing and impeller?

I'll try priming as you've described to see if that allows the pump to kick in. Thanks again.

No luck. I tried the garden hose flush, then shut off hose as suggested by jimmbo, as soon as I turn the hose off, water stops circulating (nothing coming out of the drive / bellows area). I even tried rigging a 1 1/4" clear reinforced hose directly to the pump inlet full of water and held it above the pump and turned on the engine. It would not even pull that water through, in fact it just made bubbles.

I have now removed the entire pump. I guess I'll take it to my volvo mechanic to have a look at it. To me it looks perfect and basically new. I'm told my previous pump that was replaced last year was "scalloped"...not exactly sure what that even means, but I assume it had irregular bumps and dips that formed. This pump setup is pretty darn basic. Serpentine belt spins the pump crank shaft which forces the impeller to spin, and voila it should pump water right?? There's an o'ring that is visible in the pump / impeller housing. Manual says to replace it, but if it's fine, is it necessary to replace it? It's not leaking water. In any case, i've got a new impeller with o-ring on order anyway just to try.

Any other suggestions would be greatly appreciated. I'm stumped.

You say you hooked a clear hose to the water pump inlet, filled it with water holding the open end up high? The water remained but bubbles appeared? Sounds like you are trying to feed water into the discharge side of the pump. In short, it is hooked up backwards.

So I took the impeller out of the pump housing and left it for a day. The vanes did NOT straighten. Grabbed a new impeller, and voila, issue resolved. Frustrated at myself for not trying a new impeller before a ton of other troubleshooting, and also a bit pissed that an OEM impeller with less than 10 hours use failed on me. From now on, my impeller will be changed out every spring at the very least.
