2001 Merc 50 hp problem

My engine starts right up works ok in neutral but does not go on higher rpm, max maybe 1500 and does not want to go higher.
I cleaned carbs, rebuilt fuel pump changed all fuel hoses filters and fuel tank. Sometimes it stalls in neutral and dies, sometimes no problems. It seams that when hot problems starts. Where it could be a problem?
There is 400 hours on it. Some sources say that it could be a stator or coils. My mechanic check all the measurments and said everything was ok. Please let me know what could be wrong with it.

Find another mechanic...

I'd still say it's a coil or ingition issue. Or possibly a carb adjustment problem, but a good mechanic should be able to pinpoint the issue for you.

i adjusted the fuel delivery system engine works I would say perfect

Sorry It was working on fresh water but when I went to salt engine looses power drops rpm and seams like works in lower "tone". Then sometimes goes back where it supposed to. I dont know what it is. When looses power I have problems to start it. what do you think it could be?
