2001 Mercury 40 MELH 4 stroke stalling at full throttle and when reducing throttle

I purchased a 4o hp 2001 Mercury 40 MELH 4 stroke motor that was reported to be dying at full throttle. Cleaned the carburator after which high speed seemed OK. However, I have stalling at lower speeds after reducing from full throttle. If reduced all the way to idle it does not stall. If reduced to lower speed will stall after one to two seconds. Re-cleaned carb just in case but problem continues. Checked gas and it appears clean with no particles, etc in gas, Gas lines and bulb are OK. It starts fine. Could it be the stator? What are the symptoms of a bad stator? Any suggestions would be appreciated.

when a electrical part dies its normally dead, how ever some die on a heat and cool cycles

will work fine while cold and die hot

Some 4 strokes have a dashpot which slows down throttle closure upon decelerating. It may have failed, or needs adjusting. look up your serial number and check if it has one.
