make certain battery is fully charged and apply a touch of lubricant on the shaft

Charge the battery.-----Have battery load tested.----Inspect battery cables.----Check connections are tight and +( red ) goes to + terminal.-----Take starter apart for inspection / cleaning / new brushes / ohm check on armature.-----Make sure battery is hooked up correctly.-----No $$$ beer tokens spent do check all that.----Horse power and model # of your motor ??

I can not touch your motor !----Some simple checking on your part needs to be done.

I presume the starter is spinning in the correct direction? Doublecheck the battery cables to make sure they are not reversed.
