2002 15hp mercury tiller

Good evening all!
Yesterday I was running my motor and heard a ticking sound I immediately shut it off and inspected it. Come to find out the problem was under the flywheel by the magnets. I removed the flywheel looked underneath and found a metal around the magnets. I have never seen this on any flywheel. Am I missing something? . Can I just rip off the metal and run it without it?

I would say not , Id be looking for another flywheel.
It is possible that this has been bought about by the flywheel contacting the coils ( look for witness marks ) and with that in mind is there any play in the crankshaft/ top main bearing or any of the coils loose ?

It looks like a FACTORY installed protective shield that some butcher tried to remove .
