2002 8hp tohatsu 2 stroke, idle problem?

Took it out last weekend and it wouldnt start. Brought it home, it sat for a couple of days and I started it today. I ran it up and down the pond, switching from forward to nuetral to reverse normally. At low rpms it stalled on me a few times. Is this a carb issue?
Also, the motor sat from May of last year to May of this year until I started it two weeks ago. Could the carb jets be clogged?

Definitely if it's a 2 stroke, you must consume all internal gas inside carb if stopping a motor for such a long time, tear carb in pieces and clean dipping in proper carb cleaner solution. Remove plastic/rubber components before soaking in carb clean.
