2002 9.9hpmercury outboard

Last year I was running my kicker motor and it was running great. Shut it down and it wouldn't start back up. Put it away and forgot about it. I AM A DUMB__S for that. So now I am trying to figure out why it isn't running. I put new fuel and spark pugs in blah blah. The spark plugs are getting wet so I know it is delivering fuel. I have a cheap spark plug tester and when I pull the engine over I get some spark seems like I should be getting more. I don't have any specail tools to check the stater etc. How can I check to figure out what is wrong be the stater the coils etc??

S/N=0T434807 I can pull the engine over and see no spark but when I really give it hell and pull as fast as I can I get spark if that helps.
