Welcome to iboats!

Do you have the integrated VDO instrument panel or do you have separate gauges?

Does the needle move at all when you turn on or turn off the motor? Has the tach ever worked?

Check the connections on the back of the tach There needs to be a battery negative , a battery positive (from the ignition switch), and signal connection, in addition to the connections for the light.

Needle does not move at all, It has not worked since the previous owner had it.I am thinking it just may be a bad Tach but I would like to make sure before puchasing a new replacement.

Start off by verifying voltage at the battery + and - terminals on the tach. Then verify continuity of the signal wire from the tach back to the engine. You could temporarily hook up another tach to see if the wiring is okay. This could be an automotive tach.
