2002 mercury 90hp full throttle low speed

Having problems every time I go full throttle the engine rpm is 2800 and won't go any faster. I've changed the spark plugs to factory, bypassed the orig under the floor fuel tank with a spare 6 gallon tank with fresh gas, new primer bulb and still having the same problem.

Any help would be appreciated.

I'm still confused... Two or fourstroke? If it's a fourstroke, I would be willing to bet your carbs are gummed up, and need to be overhauled. Very common with this lousy fuel we are using, especially if the fuel isn't being treated.
