2002 murcury 115 efi jet drive

Yea guys I got a 2002 murcury 115 efi with jet pump on a 18 foot blazer boat and when I got it the top rpm was 4500.I adjusted the throttle cable as much as I could and still only getting 4800 and 26 mph does this seam right to you guys?I'm still new to the jep pump always had prop motors.

Factory jet or add on??? 4 or 6 cylinder?

I think add on. It's a river jet and it's a four cylinder. The tag says it's a max rpm 6000

The wear ring has some groves in it.planing on replacing it and the propeller.I did notice plug 1 and 4 were black and plugs 2 and 3 were a nice tan.plug 1 and 4 run off the same coil pack think it's getting weak?The boat is a little heavy it looks like a bass boat inside.
