2002 Yamaha 4-Stroke 115hp Voltage Regulator?

Hello everyone, I will try to describe this the best I can. While on the water, I faintly smell at times kind of a rubber buring typ smell (similar to a loose belt on the car that keeps slipping). However, I removed the cover, but could not smell anyting out of the ordinary. I did some research and I was told that the only thing that it may be is the Voltage Regulator going bad.

I don't have a guage on my dash, so how can I test this? Can I put a meeter on the battery, start the engine and if it is working properly, should the meeter read a higher volt?

Any input would be appreciated...thanks.

Charge system output: Connect a voltmeter + to the + battery posts and - to engine ground. check reading. start the motor with both test leads connected;

voltage reading equal to or less than first measurement indicates problem with charging system. Volts reading more than 14v indicates overcharging both will require more checks of the system.
