2003 Johnson 3.5 two-stroke won't shift

The motor starts and works fine. We can't get the shift lever to move. When we pull the starter rope, it seems like it's stuck in neutral, but turning the prop it acts like it's in gear!?!:confused:. Lacking any type of manual, can anyone describe how the shifter works? I see in BRP parts diagrams no clutch dog or lever. There is a clutch cone and spring? There is no lube fitting near the shifter lever to squirt solvent in. I see a shift rod, but what does it connect to in the gearcase? We were planning on changing the water pump, and then seeing which end of the shift rod is stuck, the gear case or up top.

As this mtr only has fwd and neut the shift rod releases a spring in the l/u to get neut. Pull the g/c and you'll probably find the shift lever is stuck in the upper hsg.
