2003 mercury running rich

Got a problem with a 90 hp 2 stoke that is hard to start cold or hot and once it does start it smokes excessively and have noticed oil leaking out of muffler after it was shut off i installed new spark plugs but didnt seem to help anyone know what the next steps are to fix this problem

Check fuel pump diaphragm for leak. If leaking it will allow raw fuel into crankcase. Next suspect is flooding carbs.
