Can the timing on this engine be adjusted with an advanced timing light set to 10 degrees minus 0? What does:
10° BTDC (set by calibration, not adjustable) mean?

Based on the photo it appears the style of rain hat is one used on an mpi/flat cap/crab cap ignition system
Idle timing and rpm are non adjustable however there is a procedure to properly install the distributor. Once the distributor is set properly the ecm controls timing and rpm
