2005 DF70 Suzuki VST tank has constant power

I have replaced 2 HP fuel pumps on a 2005 DF70 Suzuki. The last one I replaced I also had to replace the top part of the vst tank. The plug looked like it had shorted out. I checked the plug going to the vst tank and it has a constant 12 volts. I thought it was only supposed to have power for a few seconds when the key was turned on. any help will be appreciated..

I am not familiar with Suzukis, but on Yamahas they have constant 12 volts to them with key on and the ECU controls the ground to turn on and off the pump

Does the power to the pump work through a relay or is it strictly through the ecm. What tells the pump to come on. Does low fuel pressure tell the pump to come on. For some reason or another I have replaced 2 pumps and only ran the boat a few times.. Thanks for your help..
