2005 merc 2-stroke 25 hp

Above 4000 rpm, my motor seems to want to stall. However, it does not stall but slows down to under 4000 PPM. Runs great up to 4000 RPM. Any suggestions, before I bring it to a dealer.

got the manual so u can test things
sounds like fueling issue
will it rev up in neutral
