2005 Mercury 225 Pro XS Surging

Hey all, I have a 225 Pro XS that runs great for the first 20 or 30 minutes, but after that the engine will start to surge around 4300 rpm or higher. If I reduce the rpm to below 4300 rpm's it stops and the engine runs fine. I thought it was water in the fuel, so I drained the fuel water separator. After inspecting the fuel it looked fine, so I took the boat back out, but it did the same thing. I tried changing the filter, but I cannot get it to come loose and started to break the tips at the tope of the filter (if anyone has any tips on removing the filter, please let me know). Besides water in my fuel, has anyone else had a problem like this or have any ideas what is going on? I run my boat at least once a week and it always starts and runs great.
