2005 Yamaha 225 Power tilt Trim Troubleshoot

Will not trim up or down when button is pressed. Makes noise when button is pressed. Sounds like motor is still working. One of the ram was stuck but now freed. Oil is milky color. Please assist.

how will you find which one is causing the problem?

Pressure tested and no leaks. Just need trim motor oil changed/filled. All good now. Thank you.
