2006 4hp Choke flange (plate) broken. where can I find one?

The carburetor on my 2006 4hp mercury outboard has a broken choke plate. It is the type with the V lever on the top (hooking to linkage), then a small shaft turning a carb choke plate. It is all one piece, black plastic. Mercury has no part number for this, they expect you to buy the carb as a whole in order to replace it. Do you know where I can get one. Not make one, but buy one. I've looked for hours. Any leads helpful.

To avoid forum craziness, I know I can build one (and I am, but I want the original, the homemade version is crap).

Also.. is this a 4 stroke motor?
