2006 Johnson 115 will not idle.

Here is the story: Boat sat for several months. I drained gas, bulb and carbs. Refilled with about 15 gallons and ran the boat. A little sluggish and will not stay running at idle. I replaced the fuel lines and inline filter. It was clogged due to breakdown of hose. I decided to clean the carbs as well. Pulled and soaked. Installed new kit, adjusted floats and reassembled. Boat ran great but still stalled at idle. Spark test was good and compression test was good. I havn't linked and synced because of a special tool I ordered to get the screws loose. I have a milky fluid coming out of the carb throats. Looks foamy. I didn't mess with any mixture screws. Boat seems to run fine if I bring RPMs up to 1000. Any suggestions? I suspect the throttle cam roller is part of my issue. Please help.

I followed the secret file and adjusted my carb mixture. I was surprised how many turns they were screwed out as compared to the starting point in the file. Runs a little better but will not idle, I think my RPM's are too low plus I'm on muffs at the moment. There is a arm on my throttle linkage that Iis used to adjust idle, it also has the cam roller which advances the timing. I can move it back and forth...May be stripped but I cannot check until I get the tamper tool from the dealer.

My Compression is 120, 125, 125, 120 and have plentey of spark. My wife reminded me we had issues with stalling last July when we were scalloping. I remember it but thought I solved the issue with a new primer ball, so I think. I'm out of ideas of things to check until I get that stupid tool to complete the link and sync. Way to go Johnson!

I have had the exact same problem with the same motor.
Checked spark, fuel and compression, adjusted carbs after removing
bowls and had the same problem, hard start and bad idle, but clears out
at rpm above 1200 and runs like a bear.
Gave up and brought it to the dealer where I bought the motor.
He rechecked everything I did and removed the head where # 4 carb was not responding to adjustment, Found no carbon swirl marks on the top of the piston and a white milky fluid in the exhaust port. Contacted the Johnson
plant where they make the motors and it has been determined that the block or powerhead is a factory defect and somehow letting steam into #4 combustain chamber at idle. Clears out at higher rpms. The block or powerhead has to be replaced. I bought the motor new in March of 2006
and am out of warranty. They say they can't give me a new block or powerhead but are looking for one to send me. Been without the boat for two months now and it ran crappy for 6 months before that. No boat in
Florida ain't good.
The casting of the block is either cracked or porus.

the top secret is for older motors,

"I didn't mess with any mixture screws." then you did not clean the carb, low speed jets and pick up tubes probably still clogged, the idle adjustment on the side of those carbs, are at about 4 1/2 turns out.

It has been awhile. The problem ended up being my fuel pump. I replaced and removed the VRO system and now mix my own. Havn't had a problem for several months.
