I am not sure if I have stated the subject correctly, I have seen this refered to the CARB Three Star Pollution Standard. Is there a link that that I may go to educatate myself. I tried the search on this board but came up empty handed.
I am needing to repower, currently running a 1988 140 Johnny. I want to understand if this motor will be grandfather or what. I also want to make sure that when I get the sales pitch I can communicate effectively.
Thanks in advance for you help.

Your motor is still legal to own and will be. The standards are for new motors being sold.
