I have also a problem with a 2008 Merc 115hp EFI. It has a 18" prop pitch as standard and I could not get past 3400 RPM or on the plane. I called a friend of mine as his son in Brisbane Australia is a certified Merc mechanic and he shot some questions to me that could be the problem. (and it helped)

Here they are:
1. Check the oil level is not too high. He said too full and this model will not reach max RPM. (I was too full (just over full mark, factory filled), drained out the oil to just over half and I was planning and getting 5800 rpm, 30 mph. Now I find my true problem is the prop as it takes a big effort to get to the plane)
2. Check the sensor for engagement of forward/reverse is correct. It may be pushing the arm to far and the motor is sensoring this and not allowing the full RPM.
3. Spark loss from leads.

He said the same thing about prop pitch change, you will be lucky to get more than 200-300 RPM per inch. So maybe your dealer drained some oil out and with a new pitch it gave you the up and go. He also relayed that this motor has had no Warranty problems in Australia of this kind.

Thanks for the tips. I'll make a note of the oil fill level. Our boat has been out of the water since Nov and won't go back in until spring. The whole prop issue was very strange, but the new prop made a huge difference.
