2008 25hp 2-stroke - Leaking fuel from top of carb

Hello everyone
I have a 2002 25 hp 2 stroke Mercury, I just got the motor, runs very well... Until I go wide open it dies completely out like it's starving for fuel. if I am quick to lower the throttle and rpms it will stay running. but wide open only for 10 - 15 seconds.

So I pulled the carb then clean it, it was very clean inside, and installed it back onto the motor. Now when I prime the fuel lines it pisses out the top of the carb. Leaking from between the top plate that actually says "top". The carb is groved out and even with a new gasket I could see it still leaking.
Did I,miss place something? looking at parts diagrams it does not appear I'm missing anything. It's number 17 on the link 28 is the gasket.
Any ideas what's going on? It pisses out when I prime the bulb, I haven't tried to start it

Either the needle is not sealing or you are squeezing the priming bulb too hard and over pressurizing the hose, blowing the needle off the seat and flooding the carb. A firm handshake is all that is needed. No need to crush the bulb.

Needle installed upside down, float level misadjusted, or the needle is not installed. Stalling at high rpm is indeed a lack of fuel issue. Look at the fuel pump and pay attention to the primer bulb as the engine begins to die. If it is being sucked flat, there is a fuel restriction between the primer bulb and the bottom of the dip tube in the fuel tank.
