Yep, could be a fuel problem and likely to be so if you use fuel containing ethanol, especially if the ethanol containing fuel is old and has been exposed to the atmosphere for long. Were there fuel/water separating filters in use? Change filters and try running with good new fuel from a separate tank; if the BF90 then runs good at all speeds, you've isolated the problem and will need to dump all the old fuel. If it still runs erratically, then you'll need to clean the carbs and try again with the good fuel in the separate tank. Zero in on the problem by methodical process of elimination.
