Could very well be a fuel delivery issue. Be sure that the motor is fairly level when running. These motors are gravity-feed fuel systems, and I have seen a case where the motor was getting a little low in the tank, and the gas couldn't get to the line to supply the carb -- because the motor was tilted too much. Also be sure the cap vent is open.
