You would need to check the plate for the model number. The current 15 C and 20 C are different engine designs then the 18 hp models. If you have a 15 C you can turn it into a 20 C with the following carburetor:
Tohatsu does not have an 4-stroke 18 either...The carburetor is the same, however, the linkage points may be different to accommodate the placement of the Mercury throttle and choke hardware.
I have seen different approaches printed in Forums, this one and:
Replace the jets with 20c jets and remove the restrictor plate.
Will both accomplish the same thing?
You could do just jet swaps and remove restrictor plate, but you don't know if the 20 model has wider interior gas passages for better performance than the 15 carb ?

No. It's a different venturi size. And there isn't any restrictor plate. You need the correct carb. Swapping out jets will make the motor run like crap -- if at all -- because the mixture will be way wrong.
Question:
I do have the 2007 B2 15hp Tohatsu model (MFS15B2) and it has the same displacement 351cc and same weight as the 20hp model.
Can i upgrade to 20hp and how?
