2010 ish Merc 4hp 4 stroke carb question

Hi there my family has a hardly used 2010 ish Merc 4hp 4 stroke outboard. It's my uncles. Anyways it won't idle and we noticed two open vacuum ports on the top of the carb. I can't see where they would connect to on the engine except to just connect them together with some vacuum line. My thinking is that my uncle pulled the hose off so no one else could use it. He's a little crazy and lives in Austrailia while the family cabin is in Canada. Any help would be appreciated. Maybe someone has a service manual on here?

Hi Gerry,

I wish I knew. I forgot to take a picture of the serial number before I left. The cabin is a 3 hour trip and I won't be there for a month or so. I am trying to help out my old man. He'll be up there again soon. It's actually a 5hp.
