2012 Mercury 90 Runs Rough/Cuts Out at Full Power

Mercury 90 on a 24ft pontoon. Motor starts/runs fine. On full power the motor cuts out at around 6k rpm. Runs rough (spits and sputters). The issue is somewhat intermittent. New plugs and fuel filters have not helped the issue- used dry gas as well.
