Both motors are delivered to me for about the same money, 1 is @$120 less. They are @ $500 cheaper then the Mercs & Hondas I looked up.

I find the specs & features to be similar enough to be a wash.

There are no dealers very close to me for servicing any of the major brands, so HP/$ figures heavily in my choice. The Suk's service shop is about a half hour-45 min closer then any other brand besides the Hondas he also services. And its almost 100% freeway w minimal traffic typically either way.

Either brand preferred over the other?

I'm considering the Suzuki 9.9, which is the same motor as the 20hp with a different ECM. I'm attracted to the Suzuki because I've owned and worked on their motorcycles for many years and am impressed by their technology. I find the Tohatsu to be a good looking product too, and it is made in Japan. From what I've been told, Tohatsu builds the small Mercurys too.
I have no experience with either of these motors, I'm new at this. I think the dealer support is a major point, in case you need warranty help or repairs. Just my two cents. Best, DD

Sorry, but I just saw your post.

I bought a new 20HP Merc short shaft with electric start in January 2021. At the time, it was cheaper through a local dealer than it was through online sources. I don't know if that's true in the middle of summer.

I think Tohatsu is making the vast majority of the motors in this class. Merc doesn't say it specifically, but I have found a statement on their web page that states they manufacture some of their outboards in partnership with Tohatsu Marine Corp. Other sources say that TMC makes all Merc outboards up to 30HP.

I think you'll be equally satisfied either way.
