I am planning to see this boat tomorrow, and want to know:
Is it enough 85 horses for such boat?

Re: 21' Chieftain with 85hp O/B

Someones done some not so great engineering on that boat... Sadly it's junk because of the modifications... 21' Chief never came as an outboard model ( that I'm aware of ) as a clue. Smallest rated motor they ran was the 140Hp Merc 3.0L, so it's not good there.. The worst of it is the transom modification which is not properly designed or anything close to what Starcraft actually put on the Chieftan's that were outboards ( 18' models I think ). Secondly, the hardtop is not a good design and those seats are way to heavy also.. Without a splash well, that boat will swamp QUICK, transom angle is likely off from what an outboard needs and I can kinda see it on the motor. Thirdly, it's center of gravity has been changed due to the bulky not well designed hardtop and poor seat choice... So it will either swamp in a wave or... Capsize.... It's worth about whatever scrap aluminum goes for + if you want to include the motors and give a little extra. That trailer looks like a Shorelandr which isn't bad, but would normally be included in the boat price for that boat. It's fixable but, not without dumping more in it than it is really worth... It's a bad pic but the fishing gear looks 'dated' if not antique.. Riviera electric down riggers possibly? I know those booms look familiar and my dad used to run a couple Rivi's on his old Chief.

There is small picture of the Chieftain Mark IV 22 OB in 1976 brochure.
But I think you are right: it is modification of the normal IO chieftain
