2155 won't get up and plane

just wondering if anyone else has had this problem with the 2155 bayliner powered by a 3.0l and cobra leg.
just can't get it up on plane. the prop is a 14x13 which is what the boat comes with, but will only get up 3800 max rpm/12mph, with the next size smaller prop it just revs and goes nowhere (14x11) cavitates (4400+ rpm).
hull is clean, boat is not loaded up with any extra weight other than a 9.9hp o/b mounted on the swim grid, 2 persons onboard.
engine compression is 127, 127, 107, 127 stone cold.
new electronic ign, timing @ 8btdc, new plugs, wires, fuel filter...trim tabs help somewhat but not enough.
previous owner says it will do 25mph (on salt water though) with video to prove it.

My stingray has a 3.0L and it came with a 14 inch and a 21 pitch prop. I dropped it to a 20p. Maybe you have to little pitch to get up to planing speed? just a though. I can do 48mph with my 21p prop.

I did a google image search of the 2155 and thats a lot of boat for 135hp. and that 9.9hp outboard all the way on the back can't help. Try going out with a 1/4 full gas tank and see what happens. You dont know what conditions thats video was filmed under.

Make sure your tuned up correctly. I had the same problem on my old 130hp merc 4 banger and mechanic said only three cylinders were firing. A tune up may help.

Bayliner liked to drop very small motors in boats to try and keep them affordable. 135hp is far too little for a 21 cabin cruiser. It sounds like you covered the out of tune basics... If props won't help, you might be stuck with either a repower, or a displacement speed 21' boat.

well thank you all for your replies.
i think what i will do is remove the 9.9 and see what happens, i know there is a difference of 3mph with my wife at the stern vs the bow and she is a small person, so weight distribution is critical in this situation where i am under powered. probably will sell it and go for a 2455 next yr.
i'm sure once on salt water again it would plane in its orginal configuration ( no kicker hanging on the back).
repower is just too expensive an option.
