25 Mariner Carb issue

Hey, I'm working on a 1998 Mariner 25 hp. It had a bad hestitation so I took apart the carb and cleaned it, there was some crap but not too bad. The small o ring for the pilot ???? (forget what they call it, its only on the 25 hp carb) jet was split. I put it all back togeather and it idles really nice. When you drop the throttle for quick acceleration there is no problem, only when you go slowly up to wot. I thought maybe the transisition ports might be clogged, but they are not. It just falls on its face around 2,000rpm..... anyone know what the pilot jet does, is it an air jet or fuel? Any help would be awesome!

Is the vents on the fuel tank open during operation?
Are your fuel lines tight enough to prevent air leaking into the system?

Thats a good point, I'll check that tomrrow, The plugs were running on the lean side, which could be due to an air leak, but I would think the hesitation would be all the time if there was an air leak.... interesting though, thank you. I'll look at it tomrrow.
