While I am no pro in the outboard department, I do have small motor knowledge through my years with various other motors, so I will try and help.

From what you are saying, off idle/troll speed I take it, once you give the motor some juice it will start surging, also sounds like you could be fouling your plugs. try setting your gap to 40 instead of 30, perhaps your low speed jet is dialed out to much as well, have you tried to lean it out just a little bit? Have you tried pulling the plugs out on the water as soon as this problem starts to see what they look like?

and X2 for seafoam, it is awesome stuff! After decarbing with the deep creep seafoam in the spray can, get a bottle of the non pressurized seafoam and put about half of the can in a 6 Gal tank of gas, your motor will smoke a little more then usual but it will constantly decarb your motor and preserve your gas as well.
