25hp Johnson outboard coughs some while running

I am looking for some help on this. The motor starts up fine, but it will cough sometimes and
belch out blue smoke from the exhaust and goes back to running ok. I am not sure what is going on here and any help would be appreciated.

Open the low speed screw on the carb a 1/4 turn.
